The NeR, the Netherlands Emission Guidelines for Air, is a national guideline, aimed at harmonising the environmental permits in the Netherlands with respect to abatement of emissions to the air. For this purpose the NeR gives emission standards that agree with the Best Available Techniques.
This English edition of the NeR serves to inform foreign companies with a Dutch establishment on the Dutch emission standards for environmental licensing as well as foreign governments and others that have an interest in the Dutch approach of air emissions abatement.

The NeR is prepared by the NeR Advisory Group. This consultative body is composed of representatives of the competent authorities (provinces, municipalities and the national government) and the representative bodies for trade and industry. The NeR does not have a legally binding status. In practice it functions as an important guideline for the competent authorities.
The NeR does not cover all kinds of industrial installations. For certain types of installations specific environmental legislation is in force, e.g. for waste incinerators and power stations. This is explained further in the NeR, chapter 1, step 2.
The system of the NeR has been derived from the German TA Luft.
General concentration standards are given for each substance or class of substances. In most cases a threshold value is given above which implementation of measures should be considered. This threshold value is called the mass flow limit. The concentrations given in the NeR are upper limits for the concentration in the waste gas flow of a specific relevant source.
As well as the general concentration standards, the NeR also contains special provisions for specific activities and branches of industry. In the NeR these are called special regulations.
